Sustainable procurement in Australia

What's changed in Australian government procurement

Commonwealth (federal)

Paragraph 4.5 of the Commonwealth Procurement Rules requires officials to consider environmental sustainability as part of value for money on every procurement, and to use the Sustainable Procurement Guide published by the Department of Climate Change, Energy, the Environment and Water. On top of that, the Environmentally Sustainable Procurement Policy mandates sustainability requirements at scale: construction services at or above $7.5M (since 1 July 2024), and ICT goods, textiles, furniture and fittings at or above $1M (since 1 July 2025). Below those thresholds, sustainability is still a value-for-money consideration; above them, it's a compliance one.

Modern Slavery Act 2018

Around 3,000 large businesses and Commonwealth agencies with $100M+ consolidated revenue publish annual Modern Slavery Statements. The flow-down for SMB suppliers is real: buyers ask you, inside the tender response, how you manage modern-slavery risk in your own supply chain.

Victoria

The Social Procurement Framework and the Sustainable Procurement Framework sit across Victorian government procurement. Buyers pick which social and sustainable objectives to weight in each tender.

NSW

The NSW Government Procurement Policy Framework treats sustainability as a core procurement principle, backed by the December 2024 Guide to Environmentally Sustainable Procurement.

Queensland

The Queensland Procurement Policy 2026 commenced 1 January 2026 and includes emissions-reduction targets for priority procurement categories.
